This is a cup and saucer made by Lomonosov, Russia in St. Petersburg after 1984 after the end of the Soviet Union or USSR with a maroon and hand applied gold foliate band on white with gold trim.
The swirl molded white porcelain cup is 2.5 inches high by 2.75 inches in diameter and the saucer is 5 inches in diameter, making it a small but not demitasse sized cup and saucer.
The pretty teacup is in very good +++ used vintage condition with no chips or cracks or wear but there a couple of mineral inclusions, also called kiln dust as seen in the photo which happen during the firing process occasionally.
